The founding of AIRCON allowed its Director, Dr. Allemander J. Pereira Filho, a Retired Brigadier - Engineer and Ph.D. in Transport Engineering, to carry out technical work based on the knowledge and experience acquired over a quarter of a century, in the former Department of Civil Aviation (DAC).

Dr. Allemander has been involved in activities related to Brazilian civil aviation for over 40 (forty) years, initially as an Air Force Officer and later as civilian, involved in the engineering, planning, design, operation and regulation of airport infrastructure and its supporting systems.

Before retiring as Brigadier from the military duties, he held several senior positions in the former Department of Civil Aviation (DAC), a branch of the Brazilian Air Force, coordinating technical teams as Director of the Infrastructure Sub-department, responsible for the airports`safety oversight and supervision of aviation security in more than 2,000 (two thousand) airports of various categories. He was also Director of the Institute of Civil Aviation (IAC), developing studies of air transport and airport planning (Airport Master Plans and State Aviation Plans). Dr. Allemander was also the Director of Safety (2007/2008) of the National Civil Aviation Agency (ANAC).

In the last decade, as Technical Director of AIRCON, Dr. Allemander has coordinated several projects and special studies for important airports and large companies in Brazil. Most of these projects were associated with the analysis of demand and capacity, airside operations, aeronautical studies, safety and security assessments, as well as evaluation and simulation of air traffic and aircraft operations on the ground.
